Okies...once you leave Tortage, and become lvl 20...you too, can learn to gather.

There are three places you can learn to gather:

Purple Lotus Swamp
Poitain
Lachish Plains

In each of these areas there is a village filled with NPCs that will train the follow gathering skills:

Stone Cutter
Wood Cutter
Prospector
Miner
Weaver
Skinner

There is a seperate trainer for each, and each will have quests for you at lvl 20, 50 and 70. You can learn Tier One gathering at lvl 20, Tier Two gathering at lvl 50 and finally Tier Three at lvl 70.

What should i do with all the tier I resources that i have now? Would it help much if i donate them to the guild?

Poitain is the easiest and safest to get to of the three zones. There are no mobs between zone line and the gathering quest NPC.

The zone to Poitain it located in the North West corner of Wild Lands of Zelata. If I remember correctly I think the same wagon NPC in Old Tarantia that takes you to Wild Lands will take you right to Poitian.
